The proposed Pelli Tower in Seville is yet another example (see St. Petersburg, Cologne, London etc) where the emergence of "testerone" architecture generates extraordinary threats to the visual cartilage of historic urban centers. I fully support evey effort that ICOMOS can make to stop this project, including as much pressure as possible on the World Heritage Committee.
This is a good example where the relevant development planning regulations should include processes to formally refer and examine the potential of major projects in the vicinity (visual cartilage) of World Heritage Sites to adversely impact on the heritage significance of that Site. In Australia we have very strong development planning processes for this type of assessment for places of national importance right down of places of only local importance.
The HUL program should step up its efforts to spread the awareness of the value of good local planning regulations in the face of obvious political and financial pressure.
On a brighter spot, next time you read about how bad the world's recession is getting, pray that it will permanently destroy financial and political ego trips like these towers. If not permanently, then to delay them long enough for ICOMOS/WHC to encourage the strengthening of relevant planning legislation.
